该剧讲述1948年至1980年发生在淮河岸边、念恩桥两岸的感人故事。剧中，刘涛饰演的男主角“耿长和”是解放军猛虎团红三连的连长，在战争年代，面对炸毁念恩桥的军事命令，却因考虑到两岸劳苦人民生息问题而拒绝服从上级安排，从而导致经历了一系列的艰难坎坷。
这是一部具有相当强警示意义的刑侦片，细腻真实地再现了发生在我们现实生活中一个个罕见的凶杀案件。全剧每集讲述一个故事，每集一个案例，且每一个案例的切入角度不同，有因婚外恋引起的凶杀，有因生意场里纠纷而起的灭口，有发生在宾馆里的令人触目的血案…… 发生在普通生活中的杀戮事件如此令人心惊，也含蓄地道出了潜伏在这些杀人案件背后的一些社会根源。
